With reference to your letter of the 14th instant
5615 I am directed by Secretary Sir Edvard Grey to state
that Mr. Laughlin, the United States Chargé a'Affaires, calle
on the Superintendent of the Treaty Department of this
Office yesterday respecting the case of Vicente Sotto and
left with him a Paraphrase of a telegram from his Govern-
ment of which a copy is enclosed.
Mr. Maycock explained to him shortly that the Governor
of Hong Kong, acting on the advice of his Attorney General,
had felt unable to authorize the reopening of proceedinės
with a view to the extradition of this man, but tuat a
full report of the case had only recently been received
from the Colony and was at present under tue careful
consideration of His Majesty's Government.
Hr. Laughlin said he would be very much obliged if he
might, in due course, be informed of any decision that
